NAVCA response to OCS consultation on infrastructure services

NAVCA has submitted its response to the Office for Civil Society's Supporting a Stronger Civil Society consultation on infrastructure services.

Many thanks to everyone who helped us with our response - either by attending a consultation event or sending us information

This consultation addressed fundamental issues for NAVCA and its members. It asked a number of questions on subjects ranging from private sector support, using bursaries, online support, mergers and building social capital.

Three major issues raised in our response are:

We call for a transition fund for local support and development organisations facing a significant loss of public funding. We warn that if the transition fund does not help sustain local support and development, some will close, only to be invented at great expense in the future

Bursaries are a good way of providing short-term specialist support but are unable to provide longer-term developmental support. We welcome the recognition that whilst bursaries will have significant benefits for the organisations in receipt of them, they can only ever be part of a wider ecosystem of support for frontline groups, funded through a range of mechanisms and delivered by a range of providers

Volunteer centres should be the primary focus of the Volunteering Infrastructure programme. The work of volunteer centres is crucial for developing the local environment for volunteering and the newly announced volunteering infrastructure funding should primarily focus on supporting and developing volunteer centres
