One Hull: One City – One set of Outcomes - Partnership Working in Hull – October 2011 update

Partnerships throughout the City are evolving and this update explains some of the progress made so far.
Partnership Structure and Outcomes
- A City Leadership Board (CLB) has been established, succeeding the One Hull Executive Group to help streamline the City’s partnership Activities. The new board brings together leads from each of the delivery boards and will be responsible for driving the City’s Partnership Strategy 2011-2014 forward.
- A Safer City – The CLB has agreed to allocate funding for initiatives aimed at Community Safety, including development of the Neighbourhood Networks and to support the application for Purple Flag* status for the City Centre.* Purple Flag is a scheme to recognise the excellent management of Towns and City Centres at night. It is being led by Humberside Police and will be supported by The Street Marshalls and the newly formed Hull Street Angels Trinity.
- Locally delivered services –The CLB is supporting the newly refocused Children’s Trust to develop on effective way of delivering the Children’s Plan. The aim will be to create local, multi-agency services that focus its resources across the City’s partnership to support children, young people and families at an early stage.
- A Healthy City – Elected councillors and key commissioners in health and care services have now met as the shadow Health and Wellbeing board. Their initial remit is to work on a delivery plan: an early focus will be given to actions to help improve health for pre-birth to 8 year olds, and also for those people over 65.
- Widening job prospects – New and exciting opportunities are being created across the sub region due to the transition from a City Economy Group to a North Bank Partnership that will also include the East Riding and Scarborough.The North Bank Partnership is a sub board of the new Humber Local Enterprise Partnership: It is picking up the work of the City Economy Group, and will be working to advance economic development and help create employment opportunities, its membership is now being finalised.
- Families with complex needs – Hull will pilot new ways of working with a range of partners to design services for families with multiple problems. The Community Based Budget Programme Board will oversee eight projects, which provide the infrastructure and provision for supporting families including how the services will be commissioned.
- A Greener City – A green city group will bring together all the strands of work on environment and climate change. The group will drive the development of the City as a leader in green initiatives. An initial piece of work will collate all the “green” activities currently being undertaken in the City, plus leading practice from other Cities.
- Community assets – The Total Capital & Assets programme, which aims to make better use of public sector buildings and land, continues to progress. The North Carr area will host a pilot project to consider opportunities to rationalise the use of assets based on customer needs, in one specific area of the City.Engagement (Business and VCS)Both the business and the VCS forums have recently been involved in responding to a consultation on improving commissioning in the Council and the partnership.
Other Activities
- Communications – a communications framework is now in place. This will enable partners and the public to engage with the partnership including attending ‘open’ meetings.
- Hull’s core strategy – the Hull Core Strategy has been endorsed by the CLB, which provides the policy framework for determining the preferred locations for future housing, business, community facilities and open spaces, in terms of addressing key aspects of the Partnership Strategy 2011-2014
