The ONE HULL Compact 

NBF is a member of the ONE HULL Compact

National and Local Compact Revisions

Compact is an agreement between central Government and the voluntary and community sector. It is designed to develop a positive and meaningful relationship between both sectors in key areas of work and to act as a framework for effective partnership working.

The ONE HULL Compact sets out key principles around how the sectors will work together. Through the Compact all partners agree to work within five Codes of Good Practice which highlights responsibilities and rights on both sides and is designed to be a benchmark of good practice.

 The five existing Compact Codes of Good Practice (available as downloads below) are:

  • Funding and Procurement
  • Community Groups
  • Black and Minority Ethnic Communities
  • Volunteering
  • Policy and Consultation

 If any partners feel that the Compact Codes of Good Practice have been breached then a Conciliation and Learning process is in place to ensure that issues are investigated and the Compact principles are upheld. 

National Compact Revisions
In 2009 the then Government announced a review and revision of the national Compact agreement, recognising that the relationship between the public and voluntary and community sectors had changed significantly. Whilst the Compact principles remained the same the new national document introduced a number of new elements. These are:

  • A move towards a broader equalities focus rather than concentrating on the needs of BME communities
  • Recommending a three month notice period for the ending of contracts with the voluntary and community sector, rather than the six month timescale in the original agreement
  • Applying Compact principles to any sub contracting arrangements
  • Making payments to the voluntary and community sector in advance and within 10 days of receiving an invoice
  • A focus on the equity of access to all funding so that the voluntary and community sector are not disadvantaged in comparison to private sector partners
  • Commissioning and procurement timescales should allow time for the voluntary and community sector to establish consortia and other partnership arrangements.

The new national Compact was agreed with the then Government in late 2009 with an expectation that local Compacts would be revised to reflect the national changes.

Following the General Election the new Coalition Government have signalled their ongoing support for the principles of the Compact and have indicated that they intend to undertake a further review of the Compact.

In light of this the ONE HULL Compact Steering Group have agreed that the local Compact will not be re-written at this stage but that the key national changes are incorporated into the existing ONE HULL Compact and its five Codes of Good Practice.

I would be grateful if you could circulate information about these changes within your organisation and to local groups and organisations and ensure that any website links contain this updated information.

We are currently in the process of revising the whole ONE HULL Compact document in light of these changes and will circulate a further version in the near future.
